Consent Management
The process of capturing, storing, and enforcing patient consent preferences for how their health data is shared.
Consent management governs which organizations can access a patient's data and for what purposes. In the US, HIPAA allows sharing for treatment, payment, and operations without explicit consent, but patients can request restrictions. State laws add complexity — some states require explicit consent for behavioral health, HIV, or substance abuse records (42 CFR Part 2). FHIR defines a Consent resource, but most real-world consent enforcement happens in the integration layer or HIE infrastructure.
